Who is most at risk?

According to The Centers for Disease Control and Prevention 4.5 million Americans are bitten by dogs each year. Children ages 5 to 9 have the highest risk. A recent study shows that children are also more likely to receive medical attention than adults.

Why do we do so much to teach our children what to do in case of a fire? A child is more likely to come in contact with a strange dog or be in a dangerous situation with their own family dog.
